Strengthening The Foster Care and Adoption System Essays

Many potential adopted parents have experienced heartbreak, anguish and other problems that can be associated with adoption. There is an imbalance in the Nations foster care system and the system needs to be strengthening and the quality of services improved. Despite attempts in the foster care system agencies under the guidelines of the â€Å"Adoption and Safe Families Act of 1997† (ASFA) to locate suitable homes and families for foster children, many remain in foster care. â€Å"Too often, Child Welfare policy and the agencies responsible for it – offices that respond to child abuse and neglect, oversee foster care placements, and seek to reunite children with their parents to find adoptive families- are out of sight and out of mind except for†¦show more content†¦The Child Permanency Plan court orders that parents participate in their require services 15 of the most recent 22 months unless there is an exception (decided on by the court). If not children when possible are placed with suitable family members and/or adoptive parents for safety and permanency. However, there are major problems in the Foster care/ Adoption system and many children continue too many years in foster care without a permanency plan. A ccording to The U.S. Department of Health and Human Services Adoption and Foster care Analysis and Reporting System (AFCARS) from October 1, 2007 through September 30, 2008, there were 123,000 waiting to be adopted. Currently there are 200,000 plus children in foster care nationally. Many have been in continuous foster care for as long as 2-3 1/2 years. (1.) Initially children are placed into the foster care system because of high risk safety factors which determines how the government will respond. What’s not clear at the time is that the child may have underlining problems- mental health issues, truancy, juvenile delinquency. Once placed in foster care if the issues are not detected and the case management plans do not address the underlining problems they may be aggravated and increase the severity of the child’s conditions/ behavior.
